The project explores how a civic building can emerge from the logic of the city rather than dominate it. The convergence of the site's principal pedestrian and transport axes generates a sunken public square that becomes the civic heart of the project, while maintaining visual and social continuity with the surrounding urban fabric.

The building is positioned to preserve existing trees, maximise green public space, and define the square without enclosing it. A central void extends the city's pedestrian axis through the building, separating the administrative and mayoral wings while creating a transparent civic entrance that reinforces accessibility, orientation, and public engagement.

Conceived as an extension of the public realm, the project transforms a congested urban intersection into a generous civic landscape where architecture, movement, and collective life become inseparable.
